Neng's educational background includes a Bachelors of Science in Biology from Ocean University of China, a Master and a Ph.D. in Environmental Sciences from Ohio State University.

Neng has broad expertise ranging from biological sciences to engineering and hydrology. He has 15 years of research experience in academic settings in China and the United States, 2 years of administrative experience in National Marine Fisheries Services, National Oceanic and Atmospheric Administration and 8 years of engineering design experience in private consulting firms.

Neng has been with Azure-Green Consultants since July, 2006. His responsibilities include environmental assessment, hydrological analysis and engineering design for site development. He has done many projects from small short plats to large complex subdivisions. Neng is proficient in designing roads, stormwater facilities, sanitary sewer and water facilities. He is familiar with governmental regulations, codes and rules concerning site development imposed by State, County and other local jurisdictions. He is a registered Fish Biologist in Pierce County and a certified Erosion and & Spill Control Lead.

Neng is married with one daughter - Tonya. His wife, Jia, is a manager for an international trading company. He likes playing ping pong and badminton. His hobbies include gardening and photography, though he spends much of his weekend time doing maintenance work at an apartment complex he partially owns.
